(DURHAM, NEW HAMPSHIRE) SEPT 28 – VOTE BUYING IS STILL ILLEGAL IN NEW HAMPSHIRE BUT A FEDERAL APPEALS PANEL WEDNESDAY STRUCK DOWN ONE WAY THAT LAWMAKERS HAD SAID A VOTER COULD PROVE THEY HAD VOTED THE WAY THEY WERE PAID TO.
